PROBLEM TO BE SOLVED: To build ontology reflecting a semantic vertical relation of a plurality of nodes which are apart two or more hierarchies. SOLUTION: A plurality of preliminary tree structures with partially changed object tree structure are created by a preliminary tree structure creating section 15A. An evaluation value which shows plausibility of the hierarchy representation for each preliminary tree structure is computed by a tree structure evaluation section 15B based on likelihood data 14A of a storage section 14.
