PROBLEM TO BE SOLVED: To provide an information recording and reproducing device which checks reliability of a disk regardless of the data recorded areas on the disk. SOLUTION: Data are recorded on an optical disk, and a specific recording layer is selected to verify the recorded data. On this selected recording layer, a physically outermost address out of the addresses of data to be used for reproduction is specified as a reference address for verification.
