PROBLEM TO BE SOLVED: To obtain a functional composition which has an excellent cold energy storage function, from which a cold energy storage material does not leak and which is excellent in processability, constructability and durability. SOLUTION: The functional composition includes an organic latent cold energy storage material (I), a compound (II) comprising two or more isocyanate groups in one molecule, and another compound (III) comprising two or more hydroxyl groups in one molecule.
