PROBLEM TO BE SOLVED: To solve the problem that an earthquake-proof and seismic response control device for a house using a conventional composite material has not been able to perform swinging energy absorption of an earthquake to the greatest extent possible since it is restrained by a rigidity elongation percentage of an earthquake-proof material. SOLUTION: An elastic body for earthquake-proof is designed so that it ruptures when swinging stress of an earthquake on an intermediate scale is applied. After the rupture, a viscoelastic material converts and absorbs swinging energy to the greatest extent possible without being restrained by an elastic body having a small rigidity elongation percentage for earthquake-proof.
