PROBLEM TO BE SOLVED: To secure a stable idling state with low fuel consumption by mechanically opening a choke valve to an intermediate opening in conjunction with a throttle valve when an engine is in a cold idling state. SOLUTION: This controller of a carburetor comprises: a governor device G which opens the throttle valve 20 when the operation of the engine is stopped, and opens and closes the throttle valve 20 according to the rotational speed of the engine when the engine is operated; a choke return spring 21 for biasing the choke valve 19 in the closing direction; and an automatic choke device A for opening the choke device 19 according to the rise of the temperature of the engine. The throttle lever 23 is so formed that, during the cold operation of the engine, the choke lever 22 is rotated to the intermediate opening of the choke valve 19 in conjunction with the rotation of the throttle lever 23 to or near the idle opening position of the throttle valve 20 by the governor device G.
