PROBLEM TO BE SOLVED: To provide a cooling device capable of effectively suppressing a rise in the temperature of an object such as a roof and outdoor equipment by a simple constitution. SOLUTION: A mat-like member 2 with water retention is arranged in the state of contact with a cooling object surface b, and a heat shielding body 1 for shielding a solar beam is arranged above the mat-like member 2 in the state of making a gap between the heat shielding body 1 and the mat-like member 2.
