PROBLEM TO BE SOLVED: To provide an emulsifier for obtaining an emulsion fuel by emulsifying a fuel oil with water in an in-line mixer. SOLUTION: The emulsifier is used in the emulsion fuel for a diesel engine obtained by emulsifying the fuel oil, the water, and the emulsifier in the in-line mixer. The emulsifier comprises (1) an ester of a polyhydric alcohol selected from among the group consisting of sorbitols, sorbitans, and sorbides with a 16-22C aliphatic monocarboxylic acid, and (2) an ester of a polyethylene glycol having 200-800 average molecular weight with a 9-22C aliphatic monocarboxylic acid.
