PROBLEM TO BE SOLVED: To provide a method and an apparatus for producing a titanium dioxide fiber by drying a colloidal solution on a substrate, where the solution contains mono-dispersed titanium dioxide particles. SOLUTION: The production method for the titanium dioxide fiber involves the processes of making the colloidal solution to adhere onto the surface of the substrate so as to form a titanium dioxide film; and drying the film by heating with a heating means 7. A dried portion of the titanium dioxide film on the substrate is moved by sequentially changing the posture of the substrate or relatively and sequentially moving the heating means 7 with respect to the substrate to cause temporary difference of a drying degree between the front and rear positions in the moving direction of the drying portion and generate cracks along the moving direction on the dried portion of the titanium dioxide film so as to form the titanium dioxide film.
