<p><P>PROBLEM TO BE SOLVED: To provide a technique for structuring a high-reliability security system. <P>SOLUTION: A communication controlling device fetches a first database 50, stored with reference data with which it is determined that abnormality has occurred, and a retrieval circuit 30, which captures communication data being passed through a network and not addressed to the communication controller itself, acquires communication data transmitted from a sensor detecting the state of the surrounding, and retrieves whether the communication data contains the reference data stored in the first database 50; and a processing execution circuit 40, which indicates that the sensor has detected the abnormality, when the communication data contains the reference data.
