PROBLEM TO BE SOLVED: To provide a method for dispersing particles capable of controlling the viscosity of a high viscosity liquid in a range of small particles sizes of agglomerate and dispersing the agglomerate into a state close to a primary particle even if the viscosity of the high viscosity liquid is further raised. SOLUTION: The method that disperses the particles in the high viscosity liquid by adding the particles 11 to the high viscosity liquid 10 and makes a shear stress work on a mixture containing the liquid 10 and particles 11, the shear stresses are at least two shear stresses in different shear velocities, one shear stress is worked at a certain shear velocity A for at least 300 seconds, if a shear velocity different from the shear velocity A is assumed as a shear velocity B, the ratio of the shear velocity A and shear velocity B is 1/100 to 90/100, and the shear stress at the shear velocity B and shear stress at the shear velocity A are worked on the mixture in this order.
