A carbon catalyst is provided in which the enlargement of carbon particles of nanoshell structure which causes a decrease in oxygen-reducing activity is prevented. The carbon catalyst is produced through: a step in which a carbon-precursor polymer is prepared; a step in which the carbon-precursor polymer is mixed with a transition metal or a transition metal compound; a step in which the mixture of the carbon-precursor polymer and the transition metal or transition metal compound is formed into fibers; and a step in which the fibers are carbonized.
