PROBLEM TO BE SOLVED: To improve data transfer efficiency, and make a processing load minimum while assuring compatibility of communication with upper applications.

SOLUTION: The device includes a physical layer 108 which transmits and receives signals with other communication partners, and a protocol conversion unit (PCL) 102 which connects between upper user applications 100 and the physical layer 108. The protocol conversion unit 102 includes a parameter extraction unit 102c which extracts predetermined parameters from communication beginning request data (CBW) sent from the user applications 100, and a header addition unit 102d which adds a header including the extracted parameters to the transmission data sent from the user application 100. The physical layer 108 transmits transmission data with the header added thereto.
