PROBLEM TO BE SOLVED: To provide a device for detecting a motion vector capable of suppressing a code amount relating to a motion vector remarkably.

SOLUTION: The motion vector detecting device obtains information of a motion vector with a plurality of partitions whose sizes and rectangular shapes are different as a unit by the block of a prescribed size obtained by dividing one image, wherein the size of the block is an upper limit. The motion vector detecting device includes a partition combining means for determining whether the plurality of partitions where the motion vector is obtained are combined when a motion vector is obtained in the plurality of partitions about the one block, and including information of a motion vector about the combined partitions in information of a motion vector to be output from the device when the plurality of partitions are combined.
