PROBLEM TO BE SOLVED: To provide a communication device which prevents the transmission of unnecessary packets to a network by omitting a key exchange sequence in the case that the re-exchange of an encryption key is not essential, and is capable of accelerating the transmission/reception restart of data traffic by quickly re-connecting an IPsec tunnel. SOLUTION: A communication device 1 includes an IP address acquisition part 11 for acquiring an IP address assigned by a server, an IPsec sequence control part 14 for performing an IPsec key exchange sequence after the acquisition of the IP address, and an IP address comparison part 13 for comparing the IP address acquired again by the IP address acquisition part 11 and that acquired by the IP address acquisition part 11 before the disconnection of a connection to the server with each other after the disconnection. When the IP address comparison part 13 determines the IP addresses to be identical, the IPsec sequence control par 14 omits the IPsec key exchange sequence which the IP address acquisition part 11 should perform after the re-acquisition of the IP address.
