PROBLEM TO BE SOLVED: To provide a technique for suitably filtering communication data. SOLUTION: A communication controller 10 includes: a database stored with reference data based on which it is decided whether a POST request message to be transmitted from a terminal to a server is allowed to be transmitted; a retrieval circuit which acquires the POST request message transmitted from the terminal to the server and retrieves whether the POST request messages includes the reference data stored in the database; and a processing execution circuit which filters the POST request message based on a retrieval result of the retrieval circuit, wherein a PHY processing part 5a eliminates processing for confirming whether the address of the destination is the address of the communication controller itself and supplies the acquired communication data to the retrieval circuit.
