PROBLEM TO BE SOLVED: To provide a disaster prevention radio system which performs re-broadcasting free of omission of reports and confusion of receivers even in the case of switching of a radio system, a master station, a relay station, and a retransmission method. SOLUTION: When a radio device 16a receives an alarm signal in an on-air state, a control processing part 11 automatically switches the radio device 16a to a standby system and monitors the reading state of an on-air document to be written and recorded into a report data memory 121 and, on detection of the end of reading, reads voice coded data of a switching message which is preliminarily recorded and informs receivers that switching during transmission has been performed, from a message memory 122 and reads and reproduces report data written and recorded in the report data memory 121, subsequently to this message.
