<p><P>PROBLEM TO BE SOLVED: To provide an electromagnet type actuator which has large average thrust force although having a single-layer structure, has the stacking effect that the average thrust force increases even in a stacked state, and also has cooling effect, and to provide a flat motor using the same. <P>SOLUTION: A stator core 1a has a plurality of cores arrayed in an X direction and extending in a Y direction, and a stator core 1b also has a plurality of core teeth arrayed in the X direction and extending in the Y direction. A mover 3 has a magnetic body and a nonmagnetic body provided between the stator cores 1a and 1b movably in the X direction, and arrayed alternately in the X direction. Coils 2a and 2b are operative to generate magnetic flux in the Y direction for the stator cores 1a and 1b and in a Z direction for the mover 3.
