PROBLEM TO BE SOLVED: To provide highly accurate route searching results, when a right-turn congestion link is extended up to its upstream link. SOLUTION: A traffic information management device 21 calculates correction time for correcting link travel time of the right-turn congestion link and its upstream link based on statistical link travel time stored in a statistical travel time storage part 204, link travel time of a vehicle traveling on a smooth traffic lane of the right-turn congestion link and its upstream link provided from a link travel time storage part 203, and link travel time of the vehicle traveling on a congested traffic line of the upstream link, and delivers its calculated correction time to a car navigation device 3. The car navigation device 3 uses the link travel time of the right-turn congestion link and its upstream link stored in a statistical travel time storage part 315 by being corrected by the delivered correction time when searching a minimum cost route by a route searching part 312.
