PROBLEM TO BE SOLVED: To know a current position of a radio terminal apparatus connected to a network by an easy method. SOLUTION: An arrangement plan creation device 105 individually inquires a radio access point 104 to acquire unique identification information about an IP cellular phone 102 connected to the access point. The arrangement plan creation device 105 creates a second map by adding a pattern diagram indicating the access point to a map including an area in which the network is installed. Then, the arrangement plan creation device 105 displays a map in which the pattern diagram of the IP cellular phone is added to the vicinity of the pattern diagram in the second map on a display device 106, based on the identification information.
