PROBLEM TO BE SOLVED: To provide an electrolytic solution for driving an electrolytic capacitor that can guarantee operation in a voltage region of≥600 V at -40 to 125°C with respect to electric characteristics, heat cycle characteristics, etc., and the electrolytic capacitor. SOLUTION: In a solvent containingγ-butyrolactone, salts of alkoxy alkyl morpholine, e.g. azelaic acid N-methoxy ethyl morpholine and organic carboxylic acid are dissolved to obtain the electrolyte which causes no increase in specific resistance at low temperature and can maintain a high withstand voltage even at high temperature.
