PROBLEM TO BE SOLVED: To isolate a new vinyl chloride sheet from the affection of an existing vinyl chloride sheet, improve a construction efficiency, reduce construction cost, and prevent a large quantity of waste from occurring by the removal of releasing paper stuck on an adhesive layer in a modification structure in which the new vinyl chloride sheet for modification is stretched through a cushioning mat on a construction surface having a substrate on which the existing vinyl chloride sheet is stretched. SOLUTION: This vinyl chloride sheet waterproofing structure includes the new vinyl chloride sheet laid on the existing vinyl chloride sheet and the cushioning mat interposed between the new vinyl chloride sheet and the existing vinyl chloride sheet. A shredding-swing suppressing layer for preventing the breakage-shredding of the existing vinyl chloride sheet and suppressing the swing of a breakage-shredding piece is formed between the existing vinyl chloride sheet and the cushioning mat. The shredding-swing suppressing layer is formed of a contact adhesive layer without releasing paper formed on the rear surface of the cushioning sheet and an adhesive layer on the front surface of the existing vinyl chloride sheet.
