PROBLEM TO BE SOLVED: To solve problems that, when requiring a large quantity of hot water, there is no easy method for turning a large quantity of water into hot water, although there is a large quantity of water with a wide water surface in a pool, a pond, and the sea, and wherein, if trying to obtain it by an existing solar heat water heater, a large number of units are required to be installed, thus increasing cost because a wide installation place becomes necessary. SOLUTION: Sunlight is collected by a light transmissive plate and a reflecting plate for constituting a flexible heat collecting thermal insulation floating body. Since the heat of the sunlight is transmitted to water by an absorbing conductive plate constituted in this way, water near the water surface can be efficiently turned into hot water in a large quantity. Upward thermal insulation performance is also secured by the thermal insulation performance of the flexible heat collecting thermal insulation floating body, and the heat of the hot water is reserved by floating an upper layer division sheet in the water so as not to lower its temperature when the water near the water surface turned into the hot water is once mixed with the water of a deep layer by a convection phenomenon.
