PROBLEM TO BE SOLVED: To provide a metal sheet material, wherein even when many through-holes passing an extra thin sheet are bored, the generation of warpage after working can be corrected in one process; to provide a filter using the same; and to provide a method for producing a metal substrate. SOLUTION: On the surface of a metal sheet material 51 in which a plurality of through-holes 52 are bored, a plurality of rugged streaks 53 in which spheres are rolled by pressure plastic deformation are formed, and straightening force in many directions by the transfer of the rugged streaks 53 by the rolling of a plurality of the spheres is acted on the metal sheet material 51, and the metal sheet material 51 is corrected and kept in a planar shape in one process.
