PROBLEM TO BE SOLVED: To provide a method for manufacturing a thermoplastic elastomer composition having superior flexibility, excellent rubber characteristics, compressive permanent set characteristics, gas barrier property, damping property and hygienic property, and in particular, excellent surface property of a molded product, for solving problems of conventional techniques. SOLUTION: In the method for manufacturing a thermoplastic elastomer composition, the composition is obtained by, while melting and kneading an isobutylene polymer (A) having an alkenyl group at a molecular end and a resin component (B) comprising a polypropylene resin (B1) and/or a polyethylene resin (B2), and/or a styrene-isobutylene-styrene block copolymer (B3), dynamically crosslinking the isobutylene polymer (A) with a hydrosilyl group-containing polysiloxane (C). Addition of the isobutylene polymer (A) to the melt kneading system is carried out as divided into at least two times, with each addition amount in a range from 10 to 80% of the final blended amount of the isobutylene polymer (A).
