PROBLEM TO BE SOLVED: To distinguish the head of a frame even without a header. SOLUTION: A code string with CRC data added to the head of each frame is supplied to a decoding part 15-2 of CPU 15. The decoding part 15-2 includes an entropy decoding part, and the entropy decoding part determines a head candidate to the coded data and acquires temporary CRC data. The entropy decoding part compares the temporary CRC data with the calculated CRC data. When the temporary CRC data and the calculated CRC data is in agreement, the entropy decoding part performs entropy decoding of the data string whose CRC data is in agreement.
