PROBLEM TO BE SOLVED: To provide a cement composition capable of reducing the contraction of concrete even with the reduced addition of an expanding material and a contraction reducer. SOLUTION: The cement composition comprises (A) a cement clinker with a fluorine content of 400-2,000 mg/kg, a SO<SB>3</SB>content of 0.5-2.5 mass%, and a chlorine content of 50-250 mg/kg, (B) a gypsum, and (C) an expanding material and a contraction reducer. The cement composition optionally further comprises (D) 2CaO/SiO<SB>2</SB>and 2CaO/Al<SB>2</SB>O<SB>3</SB>/SiO<SB>2</SB>, and it may contain a crushed sintered material containing 10-100 parts by mass of 2CaO/Al<SB>2</SB>O<SB>3</SB>/SiO<SB>2</SB>+4CaO/Al<SB>2</SB>O<SB>3</SB>/Fe<SB>2</SB>O<SB>3</SB>and 20 parts by mass of 3CaO/Al<SB>2</SB>O<SB>3</SB>, relative to 100 parts by mass of 2CaO/SiO<SB>2</SB>.
