PROBLEM TO BE SOLVED: To provide a processing system that consistently manages the processing right after the occurrence of an accident and disaster, and also quickly processes the accident and disaster.

SOLUTION: The accident disaster processing system 1 includes: a database 120 for storing data comprising various pieces of information and measures concerning the accident and disaster; a processing flow creation means 104 for creating a plurality of procedures to be processed against the accident and disaster that have occurred by referring to the data stored in the database 120; and a schedule control means 108 for time-sequentially controlling the processing for every procedure created.
