<P>PROBLEM TO BE SOLVED: To provide a reactor which can be minimized and in which fluctuation in a flow rate of a reaction gas is stabilized to cause a preferable reforming reaction, and which can prevent peeling of a catalyst in a reaction flow passage, and a method for manufacturing the reactor, and a power generation system. <P>SOLUTION: The reactor 10 includes: flow passage grooves 18 formed on upper and lower surfaces 1a, 1b of a flow passage substrate 1; and first and second cap substrates 2, 3 covering the flow passage grooves 18 to form a reaction flow passage 12 between the cap and the substrate 1.
