<P>PROBLEM TO BE SOLVED: To surely make a settlement by using currency values stored in a plurality of IC chips. <P>SOLUTION: An IC card 6a is configured as an electronic money card provided by an A electronic money undertaker, and an IC card 6b or an IC card 6c is configured as an electronic money card respectively provided by a B electronic money undertaker or a C electronic money undertaker. When a user makes a payment with a plurality of IC cards 6, an electronic money terminal 8 performs access to each IC card 6, and reads value balances from those IC cards before performing settlement processing. Then, the electronic money terminal 8 totals the value balances, and confirms that the total sum is equal to or more than a payment sum, and then performs access to each IC card 6 again for making a settlement. Thus, the electronic money terminal 8 confirms the value balance of each IC card 6 in advance before performing the settlement processing.
