PROBLEM TO BE SOLVED: To provide a fixing device, favorably fixing a toner image to a recording medium while preventing a local excessive temperature rise of a fixing rotor in response to various recording medium sizes, and an image forming apparatus including the fixing device, thereby favorably forming an image. SOLUTION: The fixing device 8 includes: a fixing rotor 81, a pressure rotor 82 forming a nip part N in a space up to the rotor 81, and a heater lamp H, which is a heater lamp for heating a fixing rotor, and has heat distribution in which heat dissipation amounts at both ends of a heating part are larger than that in the central part, wherein a heat reflecting member 83 is provided between the lamp H and the inner surface of the fixing rotor 81, and the member 83 includes a member body 831 having thermal conductivity, a heat reflecting surface 832 opposite to the heater lamp H on the member body, and a heat dissipation film 833 on the opposite side thereto, and at least one of both ends 830 is protruded outward over the fixing rotor 81.
