<p><P>PROBLEM TO BE SOLVED: To provide an encrypted communication controller which, when encrypting packets received from a server, performs a process relating to encryption without accumulating the packets. <P>SOLUTION: The encrypted communication controller includes an encrypted transmission means (3) for encrypting data in the application layer from the server (5), where data for investigating whether tampering is present is added to the encrypted data, and transmitting the encrypted data to a destination using a packet of a transmission control protocol in the transport layer. The encrypted transmission means (3) sets the size of data to be transferred between the server (5) and the destination when a connection has been established between the server (5) and the destination, to a size with which a packet from the server (5) which has been block-encrypted can be transmitted in one packet to the destination.
