<P>PROBLEM TO BE SOLVED: To provide a communication system, a skew control device, and a skew control method, which exactly adjust a transmission skew without increasing a pattern design load and a circuit scale, and also can be easily adapted to a general purpose device. <P>SOLUTION: The skew control device 30A has a function for generating reference test signals with difference phases obtained by dividing a reference clock into n pieces, sequentially transfers a reference test signal to which predetermined delay is given, or which is not delayed, to the side of a skew controlled device 20A via a reference line 411, and includes a reference processing part 320 which selects the optimal output phase based on a return signal from the skew controlled device to the reference test signal.
