A method, a device and a system for providing emergency access for a user device. The method involves: receiving an attachment request message, which carrying an emergency call attribute information (1); and recognizing the call indicated by the attachment request message to be an emergency call, based upon the emergency call attribute information (2); and selecting a device on the Core Network side that is available for this emergency access, then sending a request message for building an emergency bearing to the selected device on the Core Network side (3). The present invention makes it possible for any user to access to a network in an emergency.
