PROBLEM TO BE SOLVED: To utilize a radio resource of a radio base station efficiently. SOLUTION: The radio base station has: a resource confirmation request part for checking to a radio resource control node whether or not its own station includes the radio resource which can execute an operation of a service flow requested from a terminal when the terminal requests any operation of an addition, preparation and change of the service flow; and a terminal notifying part for notifying to the terminal the radio base station of an execution party which executes the operation of the service flow requested from the terminal, selected from among neighboring radio base stations by the radio resource control node when the radio resource is short at its own station. The radio resource control node has a resource confirmation responding part for selecting the radio base station provided with the radio resource which can execute the operation of the service flow requested from the terminal as the radio base station of the execution party from among the neighboring radio base stations when the radio resource is short at the radio base station of a request party.
