PROBLEM TO BE SOLVED: To provide a purification method of oil-polluted soil which is capable of attempting large energy-saving by maximally utilizing the calories that superheated steam has, and to provide a purifying device. SOLUTION: The purifying device is provided with a kiln 2 for preheating to preheat the oil-polluted soil, a superheated steam generation device 24 to generate superheated steam, a kiln 1 for heat treatment to separate and remove oil included in the oil-polluted soil S by bringing the superheated steam sent from the superheated steam generation device 24 into contact with the oil-polluted soil S sent from the kiln 2 for preheating to absorb the oil to the superheated steam and a combustion furnace 30 to burn the oil-containing superheated steam discharged from the kiln 1 for heat treatment. The device uses the exhaust gas of the combustion furnace 30 as a heat source of the kiln 2 for preheating and releases the exhaust gas after utilizing as the heat source from a chimney 36 to open air.
