An apparatus and a method for measuring information about the signal quality on mobile broadcasting network are provided to recognize the mobile broadcasting condition through the collected information and collect the information of low signal. A reception unit(210) receives a control message broadcasted from a broadcasting server. An analysis unit(220) analyzes the reporting condition included within the control message. A reporting message generation unit(230) produces the reporting message by the signal qualification measured and present position information. The measurement result about the signal qualification is delivered to the reporting message generating part from a signal quality measurement unit(250).
