An automatic mobile communications terminal opening system and a method thereof for performing OTA are provided to reduce the load mobile communication network and increase the success yield by OTA. An open request message about the mobile communications terminal is generated. A subscriber management server(40) transmits an OTA opening to traffic require-message to a location registration server(35) and an OTA server(45). The location registration information about the mobile communications terminal is managed by the location registration server. An access control unit connects a communication path about the mobile communications terminal jointing to communicate through the access network.
