Proposed device comprises the housing arranged on bogie, comprising turbine diagnostics appliances and representing a bent expanding tune. The tube narrow part comprises elements of coupling the housing with the turbine outlet. Its narrow part incorporates resonator to absorb noise. Aforesaid diagnostics means comprise noise and heat pickups, pressure pickups and chemical analysers. Tube axis bend angle makes 90. The tube narrow part incorporates ball-type damper. The tube wide part incorporates a turbine coupled with generator and air ionizer.
