A warm water temperature controlling device and a water purifier having the same are provided to supply warm water of predetermined temperature regardless of water pressure of supplied raw water. A warm water temperature controlling device(100) includes the followings: a feed water pipe(110a,110b) supplying raw water; a heater(120) rising the temperature of the raw water passing through the feed water pipe, and arranged on one side of the feed water pipe; a flux controlling part(150) controlling the amount of the raw water, and mounted on a part of the feed water pipe; a sensing part(140) sensing the temperature of the warm water; and a display part(170) displaying a temperature state of the warm water.
