A prefabricated panel capable of improving fire-retardancy and a manufacturing method thereof are provided to improve productivity and application property through the light weight prefabricated panel. A prefabricated panel capable of improving fire-retardancy comprises an upper panel(10), a lower panel(20), a thermal insulating member(30) and a bonding layer(40). The upper and lower panels are distanced from each other at a certain distance. The thermal insulating member is installed between the upper and lower panels. The bonding layer is formed between the upper panel and thermal insulating member or the lower panel and thermal insulating member. The expansive mineral(42) and adhesive(44) are mixed and form the bonding layer. A foaming layer(32) is positioned inside the thermal insulating member.
