<P>PROBLEM TO BE SOLVED: To prevent a developer from leaking to the outside of a developing device. <P>SOLUTION: A toner supply device for supplying a toner of a toner storing part to a developing unit includes: an inner nozzle 251; an outer nozzle 258; and a biasing member 61. The inner nozzle 251 supplies the toner from the toner storing part to the inside, and has a first conical part 251b gradually tapered toward the edge on an edge side by having a first opening 251c on a side face. The outer nozzle 258 is relatively rotatably arranged to the inner nozzle 251 on the outer peripheral side of the inner nozzle 251, has a second opening 253c for supplying the toner of the inside of the inner nozzle 251 to the outside on a side face by being mutually overlapped on the first opening 251c, and has a second conical part 253b having a shape along the second conical part 253b of the inner nozzle 251 on the edge side by being gradually tapered toward the edge.
