<p><P>PROBLEM TO BE SOLVED: To encode a moving image while preventing flicker during reproduction. <P>SOLUTION: A frame characteristic detector 42 calculates complexity in an image to be encoded, for example the number of high-frequency components, from image data input from an input terminal 10. A frame motion detector 44 calculates a moving amount of the entire image to be encoded with respect to the image of a previous screen. A PSNR calculating device 46 calculates PSNR by macroblock from input image data and local decoding image data to add the PSNR for each macroblock in the entire screen. A flicker detector 48 detects whether a flicker occurs in the image to be encoded according to output values of devices 42, 44, 46. When the possibility of the occurrence of a flicker is high, the flicker detector 48 instructs a coding amount control unit 38 to change coding amount distribution for each picture type so as not to cause a luminance peak difference due to encoding. <P>COPYRIGHT: (C)2009,JPO&INPIT</p> |
