PROBLEM TO BE SOLVED: To provide a program authentication system and an information processing system, capable of limiting a place in which a program can be executed in an information processing unit. SOLUTION: In ortder to authenticate a program installed in a PC 100, it is required to connect the PC 100 to a LAN 500 by a radio communication system using a dongle 200. A domain D can be limited to an area in which the dongle 200 inserted in the PC 100 is communicable with the LAN 500. By this, the initiation of the program installed in the PC 100 can be limited to a case when the dongle 200 is located in the domain D in which the dongle 200 inserted in the PC 100 is communicable with the LAN 500.
