PROBLEM TO BE SOLVED: To improve communication quality by reducing the effect of noise in power line communication. SOLUTION: A relay apparatus 1 communicates with power line communication devices 3, 4 via a power line 2. A relay apparatus 1 includes a noise detection unit 1a and a resource management unit 1b. The noise detection unit 1a monitors noise of the power line 2 and detects a frequency band including noise. The resource management unit 1b sets resources to be used for communication with the power line communication devices 3, 4 while excluding the frequency band including noise detected by the noise detection unit 1a.
