PROBLEM TO BE SOLVED: To avoid assignment of the same radio channel between base stations adjacent to each other in order to prevent deterioration in use efficiency and that of in communication quality caused by switching of radio channels. SOLUTION: In a mobile communication system, base-station control devices 10-1 to 10-4 are connected to each other via an IP network so as to form a mobile communication network for mutually exchanging control information, sound, and data. When communication connection is set, a mobile terminal PS1 issues a link-channel establishment request in order to communicate with other mobile terminals. A base station CS1 receives the link-channel establishment request and outputs a radio-channel assignment request to the base-station control device 10-1. When receiving the radio-channel assignment request, the base-station control device 10-1 assigns a radio channel used by the base station CS1 and outputs a radio-channel assignment response to the base station CS1. The base station CS1 receiving the radio-channel assignment response replies a link-channel assignment response to the mobile terminal PS1 and establishes the radio channel used by radio communication with the mobile terminal PS1.
