PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor which has small equivalent series resistance and small dielectric loss by reducing contact resistance between a carbon layer and a conductor layer. SOLUTION: After an oxide film layer 2 is formed on a surface of a sintered body 1 obtained by press-forming and sintering a valve action metal, a solid electrolyte layer 3 is formed on the oxide film layer, and further the carbon layer 4a and conductor layer 5a are formed to obtain the solid electrolytic capacitor, which has fine conductive particles 6 arranged at the whole or part of the circumference of carbon particles 8 in the carbon layer 4a at least near the interface between the carbon layer 4a and conductor layer 5a.
