PROBLEM TO BE SOLVED: To provide an environmental load concentration variation determination device for early detecting the environmental load concentration variation not more than a lethal dose using a bioassay technology. SOLUTION: A signal-for-analysis acquisition section A acquires a biological signal as a signal for analyzing the environmental load concentration from a living body existing in a predetermined area with the bioassay technology. A fractal dimension estimation section B estimates fractal dimension in time series from the signal for analyzing the environmental load concentration formed of the biological signal with a fractal dimension analyzing technology. An environmental load concentration variation determination section C determines that the environmental load concentration varies in the increasing direction when the fractal dimension output in time series from the fractal dimension estimation section B is apt to increase, and that the environmental load concentration varies in the decreasing direction when the fractal dimension is apt to decrease.
