PROBLEM TO BE SOLVED: To provide a transmitter and a receiver in a video distribution system capable of distributing video images by a promotion effect different for each non-contractor.

SOLUTION: In the video distribution system comprising the transmitter 100 and the receiver 200, the transmitter 100 includes a multiplex transmitter 8 for multiplexing and transmitting a ciphered video image to be transmitted, program information generated in a program information generator 5, a common EMM message generated in a common EMM message generator 6, and an individual EMM message generated by an individual EMM message generator 7 to specify an individual program, and an individual program transmitter 9 for transmitting the individual program to be executed in the receiver 200. The receiver 200 includes a customer video image preparation device 16 for preparing a customer video image with a promotion effect different for each individual program using the common EMM message, the individual EMM message and the individual program.
