PROBLEM TO BE SOLVED: To achieve simple and easy fluid discharge processing in addition to construction of active and standby systems in simple configuration. SOLUTION: In a water-cooling apparatus, piping is made such that the flow-in sides of first and second check valves 15, 16 are connected to the discharge ports of active and standby system circulation pumps 11, 12 so as to be positioned on the same horizontal plane, piping is made such that the flow-out sides thereof are approximately horizontally connected, the intermediate part thereof is branched, a fluid discharge valve 17 is disposed on one side, and piping is made such that the other side is connected to a cooling unit 19 using a fluid supply duct 18 and a fluid return duct 20, thereby constructing the active and standby systems.
