PROBLEM TO BE SOLVED: To maximize overall system throughput and ensure user impartiality effectively at the same time. SOLUTION: The method includes steps of: setting a target function based on all users' priority factors in a system, obtaining a radio resource corresponding to each user when the target function value is maximized under predetermined constraints in which each user transmission power is not over a predetermined value and the number of users space-multiplexed on an arbitrary sub-carrier is not over the number of receiving antennas of a base station, and allocating the obtained radio resource corresponding to each user to each user.
